Guidelines – Indian Twenty 20 Cricket Federation ITCF-INDIA

GENERAL GUIDE-LINES/RULES & REGULATION/BY LAWS TO AFFILIATED STATE/CITY TWENTY 20 CRICKET ASSOCIATIONS WITH INDIAN TWENTY 20 CRICKET FEDERATION (ITCF-INDIA)

All the State/City Units affiliated with Indian Twenty 20 Cricket Federation (ITCF-INDIA) are fully authorized in their States to attend the meetings, collect the funds/sponsorship, logo-money and donations on behalf of their State/City Teams/Units. The State/City Units may, as per their convenience, form their General Body as under:-

  • Sr. Vice President
  • Secretary
  • Joint Secretary
  • Treasurer
  • Press Secretary/Spokes person
  • Chief Executive Officer
  • Administrative Officer
  • Security Officer
  • Executive Members
  • Members
  • Life Members
  • Patrons
  • Chartered Accountant
  • Marketing Officer
  • Legal Advisor
  • Clerical Staff
  • Subordinate Staff

Note: That all the financial matters relating to dues, annual fee and one life-time registration fee etc. by State/City Units to ITCF-INDIA is necessary for all affiliated units with federation without this process ITCF-INDIA will not consider to any concern unit.

Note: Make the constitution and register at registrar firm and societies under 1860 society at your concerned State/City. After Getting registration apply for pan number and bank a/c of your units. Further divide their organizing functions/financial powers etc of the above. You may also change the guidelines of your State/City Unit as per your convenience. Also send us the details of your State/City Association’s working, elections etc and make assure us that same pattern is adopted by your district/zonal/club units. This is the basic legal process for all affiliated Twenty 20 associations with out this legal process ITCF-INDIA will not consider any concern unit.

To General control over the all affiliated Twenty 20 cricket associations from all over India it is necessary to work under one registration number of 1860 Act of Registrar of firms & societies which is valid for all India and TM number 1368279 and logo registration number 1368278 of Patent Law. Further if any Twenty 20 cricket associations affiliated with India goes to to register its associations in its state’s registrar of societies office, they should provide the above referred numbers and attach there allotment code number and affiliation-cum-appointment letter issued by ITCF-INDIA.

All the affiliated State/City Units will have to establish State level Twenty20 Cricket Academies and also make sure that their afflicted district / zonal units also established local level Twenty20 cricket academies. and also assure that all district/zonal units must affiliate club units and conduct inter-club twenty20 matches in their concerned district and zones.

All the affiliated State/City Units to make a Core Committee in their State who will take all decisions on behalf of the State/ City units. All the affiliated state/city units make a marketing committee in their State/City who will generate the funds/donation/sponsorship on behalf of the unit.

All the affiliated State/City units should form District Units/Bodies according to their norms. All the necessary documents and appointment letters to the District Units are to be issued by State Units duly signed by President and Secretary.

All the affiliated State/City Units may open their account in any nationalized and private bank on the behalf of State Twenty20 Cricket Association. The Account is to be operated by Secretary and Treasurer jointly.

All the affiliated State/City Units are required to submit their accounts and Association’s expenditure to ITCF-INDIA duly audited by Chartered Accountant

All the affiliated State/City Units are also to ensure that the accounts of their District Twenty20 Cricket Association are operated on the same pattern and also other guidelines of state/city units.

All the affiliated State/City Units are to organize Inter District/Zonal Twenty20 Cricket Tournaments of ‘Senior’ and Junior level’ as per ‘Rules & Regulations’ of ITCF-INDIA.

The tournament should be played on ‘Turf’ wicket with ‘White Ball / Orange ball’ and ‘Coloured Kits’ with their Association name & logo, player’s name & number. The teams will follow other international cricket terms & playing conditions. Black site screens are must.

All the affiliated State/City Units should recommend the nominations of the following officials along with their Bio-data, Qualification/Sports Qualification to ITCF-INDIA on their official letter-pad duly signed by the President and the Secretary for approval:

  • One Chief Coach
  • Three Coaches (Cricket)
  • Three Yoga Coaches
  • Three Umpires
  • Three Field Umpires/Third Umpire
  • Three Scorers (Officials)
  • Three Physical Trainers
  • Three Doctors (Sports & Medicines)
  • Chief Selector & Three Selectors (of concerned State Association)
  • Three Talent Research Development Officers (TRDO)
  • Two Baggage men (Subordinate Staff)

Note: All the above nominations shall remain in force for three year and after three years fresh approval from ITCF-INDIA will be required. Please note these will be on Hon’y basis and the honorarium, if any, will be paid by the concerned State Unit as they will deem fit.

All the Affiliated State/City Units should send their official letter-pad copy, ‘Logo’, Kit Colour & Official dress for other functionaries to ITCF-INDIA for approval so as to differentiate from one and another team. All affiliated units can not used ITCF logo as this is Federation’s legal property (TM)

All the Affiliated State/City Units are to sign a central contract with ITCF-INDIA on behalf of their affiliated units this central contract duly signed by president and sectary on behalf of there units.

Sponsorship for International matches in India and Abroad host by ITCF- India on TV rights, Logo-matters and other financial matters.

  • Sponsorship for National level tournaments organized by ITCF-INDIA.
  • Code & Conduct of players/officials registered with ITCF-INDIA (central contract):
  • Playing matches in India (National level Tournaments)
  • Playing matches abroad (inter-National events) For ITCF-INDIA Teams
  • Playing for ITCF & professionally in other countries/various clubs of India and abroad. Logo-matters, TV Advertisements and other financial contracts. Press statements / Press Columns in newspapers – magazines – websites and interviews and statements about ITCF-INDIA and its officials and their state units and officials.

Term & Conditions for State/City Units for playing cricket in various States (Rotation system):

  • All State / City Units are bound to send their State Teams in National level tournaments organized by ITCF-INDIA. If any state/city twenty-20 cricket associations official found involved in anti federation activates. Federation will dismiss the concern official from the units and federation. Also appoint new officials for concern unit as per rules and regulations of ITCF-INDIA. And bound to obey the rules and regulations and another terms and conditions set by ITCF-INDIA.
  • All State/City Units are bound to take approval from ITCF-INDIA for organizing the National/ Zonal/ State Levels tournaments in their States/ City. All states/ city units have to mention their code number & zone allotted by ITCF clearly in their official documents. All State/City Units are bound to take every year renewal of their affiliation & appointment letter from ITCF-INDIA.
  • All the necessary documents/certificates are to be issued by ITCF-INDIA for State/National/International level tournaments.

No Objection Certificate (NOC)

  • If any registered player with ITCF-INDIA or any affiliated State/City Unit wants to change his state, will have to take prior permission from Federation and NOC from his concerning State Unit duly signed by President and the Secretary of the State Unit. All the affiliated units hire two professional players for National Level tournament organized by ITCF-INDIA and also take prior permission from Federation. The criteria of registered players Junior/Senior from state/city unit is by birth in state/city and he should be residing there from last 2 yrs. The necessary documents should be produced by the institution where he is working or studying. In junior levels the criteria of age proof is every junior player registered with Sate/City unit should produce the proof duly signed by his parents i.e Affidavit, Birth Certificates from corporations or schools duly attested by gusted officer & also certified by state/city units secretary/president. If any player is found misrepresenting these facts, s ban for life or other punishment can be imposed on him and the units which for which he may be representing can be canalled

Code & Conduct of players/officials registered with ITCF-INDIA

  • Playing matches in India (National level Tournaments)
  • Playing matches in abroad (international events) For ITCF-INDIA National Cricket Teams
  • Playing for ITCF & professionally in other countries/various clubs of India and abroad. Logo-matters, TV Advertisements and other financial contracts. Press statements / Press Columns in newspapers – magazines – websites and interviews and statements about ITCF-INDIA and its officials and their state units and officials.
  • All the players/officials are necessary to register with ITCF and fill its registration form.
  • As a member of the International Twenty 20 Cricket Federation (ITCF-USA), ITCF INDIA has the authority to select players, umpires and officials to participate in international events and exercises total control over them. Without its recognition, no competitive cricket involving ITCF INDIA-contracted Indian players can be host within or outside the country.
  • If any foreign players wants to play cricket in India under ITCF, he must have the citizenship of India and holder of Indian passport also complete the guidelines/rules and regulations of BHART SARKAR regarding citizenship also complete the rules of federation.
  • For all Indian domestic player at first they should be the registered player of their respective distt./zone/state/city Twenty 20 cricket association affiliated with Indian Twenty 20 cricket federation ITCF INDIA. After this process all the concern players are eligible for playing cricket under ITCF.
  • The same rules are applicable on all officials ie distt./zonal/state/city twenty20 cricket associations affiliated with ITCF.
  • All the registered players/officials of ITCF bound to take written permission from federation for any other sports related activities.

Note: All the affiliated units of major cities like Delhi, Mumbai, Hyderabad, Vadodra, Vidharba, Pune, Ahemdabad and Chandigarh etc. will make their Unit Bodies on the pattern of State Units. They will further form their Zone-wise Units such as Zone 1, Zone 2, Zone 3 and Zone 4 etc. and these Zones will work under the City Affiliated Units like District Bodies under State Units.
